Olá, seria correto dizer isso como:

Is it rare to see this on the TV?

Na afirmativa acho que eu conseguiria fazer

Seeing this in the TV is rare, ou it's rare to see this on the TV.

Estas frases estão corretas?

É o seguinte, eu consigo fazer essas sentenças, mas eu não consigo desbobrir o motivo que elas acontecem, porque elas acontecem tem algum motivo?

O motivo é porque o verbo vem depois?

Both are correct. "Unusual" would be correct too.

Most languages are flexible. In the two sentences above, both structures are correct. And both can be said in Portuguese. Right?

Seeing this on the TV is rare. = It's rare to see this on the TV.
Ver isso na televisão é raro. = É raro ver isso na televisão.

My name is John. = John is my name.
Meu nome é João. = João é meu nome.

A tree grows near my house. = Near my house grows a tree.
Uma árvore cresce perto de minha casa. = Perto de minha casa cresce uma árvore.
Sobre "rare" e "unusual", essas palavras também servem para referir raridade a uma pessoa, à personalidade dela?

Exemplos:

A) Ele é raro.
B) Kenz é um nome raro.
C) Essa pessoa é rara.

Another way to express that would be:
It's not every day that you see things like this on TV.
It's not every day that my band get asked to appear in a TV programme.
It's not every day that an Aardvark is caught on camera (they are quite elusive, restless and rare animals).

A) Ele é raro. [He is unique.]
B) Kenz é um nome raro. [Kenz is a rare name.]
C) Essa pessoa é rara. [This person is unique.]

What "ele" we are talking about? A car? Some person? Because I think A) and B) would somehow intersect in meaning when referring to a person.

Thus the following would do:
He is rare breed. He has uncommon (positive) traits or characteristics, uncommon among his kind, a rarity. He is kind, understanding, a loving man, works hard, and plays hard. He is a special kind of person.
Plus, I learned that Angelika is an exotic name there!
He is unique and stands out in many ways.

In a negative/pejorative way, "he is a whacko". Though, rare with this meaning is less used in Portuguese.

To sentence B) "Ken is an uncommon name".
What may seem not a popular given name in some countries may be well known and broadly used in others. To illustrate the point: Renata that means "born again" wouldn't surprise anyone in Brazil, Callum (dove) in Scotland or Alondra (lark) in Spain... And while Antonia is rarely used in the States, it's not uncommon in Brazil, Croatia, Chile and Romania.
By the way, I learned that Angelika is regarded as an exotic name there!
