Indeed "to make justice" is another thing, it´s refer to the fact of someone being forced to face the consequences of some wrongdoing.
It´s related to the justice being served/done, and when people don´t feel the authorities (for some reason) don´t make justice (don´t "treat" the offender to a fine, service work or imprisonement), things may get out of hand and people may try to make justice with their own hands/take justice into their own hands.

Definitely, it´s other sense. I just took the opportunity to let the new learner know this one too.
