1) Since only 10% of the population has been vaccinated against COVID-19, and some vaccines are still lacking, there will be no Carnival (street parties) in 2021.

While not covering all possibilities, from what I have learned:
With Rio state scrambling [1] to get 10% of its population vaccinated (against COVID-19) until/by February (or July?) the Carnival parade will be postponed indefinitely.
[1] scrambling because "Houston, we have problem", so they are scrambling to solve the issues (logistics/supply shortage or [supply] issues, etc).
From the initial question I couldn't know if it meant 10% of Brazilian or Rio state's population (by February or March more so). By the way, to Brazilian population it seems a bit optimistic by the looks of it (this could change, of course).
