Recentemente estou tentando decorar os phrasal verbs que por sinal podem ter vários significados,por isso aí vai minha dúvida,posso usar um phrasal verb no
Lugar de um verbo normal? Exemplo:

I'm going to come up a plan to save the world!
I'm going to make/create a plan to save the world!

You'll freak out when hear what I will tell you.
You'll get crazy when hear what I will tell you.
