Subject-verb agreement question: represent or represents?

Neste texto:
"This however is still largely dependent upon the number and optimal spacing of gear ratios for each unit, and whether or not the elimination of spooldown/accelerator lift off represent a significant enough gain to counter the slightly higher power consumption of the automatic transmission itself."
penso que o autor cometeu um erro de concordância verbal. Ele pretendeu "represents", mas, ao invés disso, escreveu "represent". Did I hit the nail on the head on this one? No? Please tell me why not.

A impressão de que tenho é que você está correto; ''represents'' é a opção. "Elimination" é a palavra a modificar "represent".

O and tem que ligar o segundo trecho ao primeiro, ou seja, "isto é dependente de" and dependente de".
"This however is still largely dependent upon the number and optimal spacing of gear ratios for each unit, and (dependent upon) whether or not the elimination of spooldown/accelerator lift off represent a significant enough gain to counter the slightly higher power consumption of the automatic transmission itself."
Eliminando o primeiro trecho e limpando algumas outras palavras:
"This is dependent upon whether or not the elimination of spooldown/accelerator lift off represent a significant enough gain to (...)"
Tradução: Isso é dependente de a eliminação do lift-off representar ou não um ganho significantemente suficiente para (...).
O verbo está no infinitivo, não conjugado no presente.
Outro exemplo: A ida dele para a Alemanha é dependente de a carta ser ou não aceita pelo consulado.
Concordam que aqui vamos ter que usar "be", e não "is"?
