No seguindo caso também poderia se traduzir como "das fileiras" ou "da arraia miúda" ("a tropa" que não tem a palavra final nos processos decisórios, mais de execução e supervisão).

É isso mesmo, PPAULO. Essa expressão possui mais de um significado. Se o contexto for as forças armadas, uma possível tradução é "soldados rasos", por não serem oficiais nem terem poder decisório.
