High-heeled or high-heel boots (the latter more informal).
There is also the platform boots, sometimes they seem as if the high-heel part is filled, the sole higher from the ground AND the booties (high-heeled sometimes) also called ankle boots.
I am not into fashion, so it´s out of my own impression, others might improve the answer.
