Well, I know, but I think it's a quick-and-dirty shorthand. "To file" means to petition a court for a decree of some sort. So you file for bankruptcy (protection), for (a) divorce (decree), for (the) dissolution (of a business), for continuance (of some state of affairs), for dismissal (of an action), etc.
But we say that we file bankruptcy papers, or divorce papers, etc. Now "file" means to actually supply documentation in pursuit of a legal end.
So we end up with this kind of conflated use. But it's not accurate English.
