Everyone will get presents regardless of who they are.

2- Eu vou reclamar com quem quer que seja.

I'll make a complaint to whomever is in charge

3- Todos vão ganhar presentes, seja quem for.

You need the "of" (regardless of who they are) and 'presents' does not have two 'e's .
