to laugh off = fazer pouco caso
to turn a blind eye = ignorar voluntariamente, fechar os olhos

Para mim, "to turn a blind eye" é pior que "tratar com menos importância". É não tratar de forma alguma.

"turning a blind eye" to me, would work fine, provided that it was of the latter character own volition (by choice, as a way of avoiding a greater harm...etc), that would be equivalent to dismissing.

Which would be a little different in:
"Management often turn a blind eye to bullying in the workplace."

Here, certainly there are at least three parties, the Manager, the bully (the harasser/bossy person/pester etc) and the bullied ("the target"). My thinking, tough.

"To laugh off" in the sentence have a stoic ring to it, that is the latter character choose just dismiss the comment and keep his/her calm/cool.

===============
It is the equivalent to "smiled" while chosing not be baited into a derisive comment, in order to end the discussion.

Notice: I mean discussion (conversa/debate) here, not "discussão".

I really like the idiom "turning a blind eye" as in:

"Management often turn a blind eye to bullying in the workplace."
