O que significa "Tougher Than a Two Dollar Steak" ?

Eu estava assistindo House Of Cards,quando de repente um idiom utilizado metaforicamente,me chamou a atenção.
Trata-se do'' to be Tougher Than a Two Dollar Steak'',como não encontrei nenhuma informação que condizisse com a situação. Resolvir compartilhar a minha dedução do mesmo :

A two dollar steak means a really tough steak, because a cheap steak is tougher/harder than any other steak. The more cost of the steak means the more tender.

So,methaphoricaly if someone is as Tougher Than a Two Dollar Steak' it means that this person is resilient,stronger.
