Me deparei com a seguinte frase quando fui pesquisar como se diz "fui viajar" em inglês:
They have been given a guarantee that they will fly and they are left behind.
Minha dúvida é:
O correto não seria They were left behind ou they have been left behind? Por que o presente foi misturado com o passado?

Bem, a confusão toda parte do momento em que você, erroneamente, interpreta a frase como uma ocorrência pretérita. Para desenrolar a bagaça toda, de maneira bem suave, é preciso entender que - As pessoas ainda estão no aeroporto, ainda não decolaram e há grande possibilidade de não faze-lo.
Tradução: " Tem sido dada a eles a garantia de que irão voar, e eles são deixados para trás "
A frase está correta, e está sendo usado o tempo verbal PRESENTE PERFEITO, VOZ PASSIVA.

O meu palpite é de que ela faz parte de algum texto sobre termos e condiçoes. De qualquer forma, essa construção na voz passiva também é correta.
Então, por exemplo:
Customers may be entitled to a refunded if -
They have been given a guarantee that they will fly and they are left behind.
Tem sido dada a eles a garantia de que irão voar, e eles são deixados para trás.
A tradução ao pé da letra do presente perfeito fica um pouco confusa em port.
Por isso, a minha sugestão seria a seguinte:
Garantiram que ele iria voar, porém o mesmo é deixado para trás.
