I need to know if this English translation is correct:

Portuguese: "[...] a economia cresce em uma menor proporção à medida que há um aumento da renda dos mais ricos".
English: "[..] the economy grows in a lower proportion as the richest’s patrimony increases".

Actually, my real doubt is: is it possible to have a superlative followed by a possessive apostrophe?
