I know absolutely nothing about game of thrones, but the term "bros (abbreviation of brothers) before hoes (abbreviation of whores)" is just a funny way of saying that a guy should place priority on his male friends over his girlfriend. In other words, a guys friendships with his "brothers or male friends" is more important than his relationship with girlfriend. It is usually used sarcastically.

Women have a similar saying "sisters before misters".
