I was caught up in work can mean that you are swamped with work and are not noticing the things around you.
Unfortunately, he won´t come (or can´t come) because he is caught up in work.
or
...because he is swamped with work.

It´s implicit that the chief/boss assigned him some project/task, saying it with all that words may sound judgemental or evasive.
Anyway, if you want say that, maybe you are talking to a friend, at home or school etc. then you can say:
"He is not coming because he is overloaded, since his boss assigned him some extra projects."
"He is staying late at the office, since his chief/supervisor/foreman asked him too, there´s a project that have to be completed today." etc.
Unfortunately, he won´t come (or can´t come) because he is caught up in work.
or
