I think their peers in kindgarten (or even some high-school teens) would call them "tongue-tied" or "one that makes mistakes when speaks" (speaks wrong - when it can be an speech impediment), the generic word to it. At that phase in life, one don´t tell the condition to the speech problem, they bundle both on the same category - simply stereotype it.

Not to be confunded with someone that have a ''lisp" (kinda problem with "sss"), that is as though someone talks and "whistles" or "hiss" while speaking some words.
More specifically, tatibitate would be some kind of apraxia or verbal dyspraxya, certainly verbal dyspraxia.
