O que significa "All time low''?

I wonder if this expression could be synonymous with depression. I've searched about it but I only found stuff about the rock band All Time Low and how they chose their name.
My question is if "all time low" could means something likely to being depressed, since it seems to mean thet you're feeling low/sad .
