Significado de "early and often"

Eu vejo demais a expressão "early and often" sendo utilizada em textos onde o autor recomenda que você comece a fazer algo imediatamente e continue fazendo isso periodicamente. Alguns exemplos:

• That will be a question that comes up early and often, and it's a fair question.
• Saving money early, and often, is one step to making your golden years secure.
• You saw them used early and often, and they had to be used because of the starters.
