Sorry, "tun up" got me puzzled, threw me a curve. At first I thought it was a short (form) for "tune up".
Actually, there is a slangy expression "tune up", meaning:
Cool, da bomb, hot, great, off the chain, off the hook, wonderful !
So, "tun up" would describe something hype, or to get hype, . That is, "wicked" (legal, maneiraço, massa...!
So "Tun up! Where fun originates" could mean:
Manero! (é de) onde vem a diversão/a brincadeira.
Legal ! Onde começa a diversão.
I learned (Wiktionary) that it comes form "turned up", go figure!

In sports means some adjusting to the team, to match a standard. Make changes.
To gym-goers, athletes, etc, it can be drills, exercises, to improve performance.
Skill-wise, it can any training, warm up, drilling, lessons to perfect that skill (or behavior)
To cars it may also mean "inspection" and adjusts (or reconditioning, repair, etc).
When in America beware the slangy ways! Tune can be synonym with "beat up/beat out" (levar uma surra, sova, coça - dependendo do estado brasileiro onde você está lendo)
