Ambiguity in newspaper headline

I had to read this headline twice before it made sense to me, from my daily online paper:
"Rats threatening B.C. archipelago targeted for eradication"

Now, you tell me: is it the rats or the archipelago that are targeted for eradication? It's the rats, of course. But it's not easy to rewrite this headline to avoid the initial misreading. Try it if you wish (keeping in mind the need to be brief).
