As long as x While: Qual a diferença

Hey guys,
I was reading a text when I see this sentence:
"...but we can't do it as long as we are paying Mom at the level we are..."
Translating:
"...Mas não podemos fazer isso enquanto nos estivermos pagando à mamãe no nível em que estamos..."
I know that "while" can be used in this context.
What I wanna know is: Are "while" and "as long as", meaning "Enquanto", interchangeable?
Can I use anyone of them in all contexts?
