And also, this person would be:
"outgoing/spontaneous/straightfoward/communicative/unhibited/chatty" gushing(if talking about something that let them proud of.) [here with a positive or neutral ring to it, at least is what I am thinking right now.]

On the other hand he/she could be ingenuous/indiscreet/loud etc. [in a more negative side.]
