Shoot on goal (seems like an attempt to score a goal).
("on" perhaps meaning "purpose", so the shoot would be designed to score a goal).
Shoot at goal (seems like they refer to direction - "at" meaning "towards" the goal(post).
Dictionary.com has a definition to "shot on goal":
A shot that enters the goal or would have entered the goal if it had not been blocked by the goalkeeper or another defensive player.
And "shoot for...the goal" reminds me of "shoot for the stars, aim for the moon", metaphorically conveying marksmanship skills, the "for" rings to me a sense of "aim". But, obviously there's also an "element of direction" that in soccer could be equivalent to "towards" (the goalpost) as well.
