Resumindo... Quando devo usar o IT'S? E quando devo usar somente o IS?

Na verdade você sempre usa o "IS". It's nada mais é do que a contração de it + is.

Some good explanatory notes from the cambridge Dictionary, so that´s why we use "it":
http://dictionary.cambridge.org/grammar ... ronouns/it
With "this video IS good." you have have a pronoun THIS, but if the sentence was expanded and morphed into a question tag, then you could use IT.
This video is good, isn´t it?
Let´s say we want use IT in an anticipary way: Is it was nice that I watched this video, it is really good! (the first IT is anticipatory, the second is a pronoun - meaning the video itself.)

As you can see from the examples given by Donay, IT is used when the subject is not clearly seen in the sentence, that is, there´s no pronoun or subject in plainly seen. We could compare it with our "sujeito oculto" to a degree, so:
"It is painful to watch children trying to show off for parents who are engrossed in their cell phones.
É doloroso ver a crianças...
(a parte é doloroso ver, o que é doloroso?...ver, aí entra o IT que é o que vai introduzir a frase. Nesses caso usa-se o "IT IS")
Note que quando vem um THE introdutório na frase, então o IT não aparece, eles estão de mal !
The heat is on!
It´s raining right now. (Está chovendo agora - exatamente nesse momento.)
