Access to credit cards

There is a federal law in the USA that restrict the access to credit cards by people under 21, unless they have the ability to repay debt or have someone who agree to accept joint liability to the account. I desagree this law because I believe many teenagers are able to manage their finances. If the problem is that they are not able to repay debit I think the law should be applied to everyone, regardless of age.
