Although e ideias de contraste

A questão de 2021 da CEDERJ diz:

In 2018, the World Health Assembly Resolution on Digital Health recognized the value of digital technologies in advancing universal health coverage and the Sustainable Development Goals. Although trends are narrowing, today there remains a digital divide, and 51% of the world's population does not subscribe to the mobile internet.
The lack of access to mobile communications is frequently seen in low and middle-income countries, although some people with lower socio-economic status in high-income countries are also affected.

The linking word “although” (underlined in two sentences of the text) establishes a contrast between ideas, and it may be replaced by “but”. The alternative which correctly expresses the ideas which are contrasted in the two sentences is:

A) The digital divide is very narrow, but it is clearly widening.
The digital divide is seen in low and middle-income countries, but it is not present in high-income countries.

B) Today there remains a digital divide, but only 51% of the world’s population has access to the mobile internet.
There is free access to mobile communications in low and middle-income countries, but not in high-income countries.

C) Today there remains a digital divide, but the social divide in 51% of the world’s population is narrowing.
The lack of access to mobile communications is inexistent in low and middle-income countries, but it affects high-income countries.

D)The digital divide is narrowing, but it is still very wide.

A resposta é a alternativa D, sem dúvidas. Minha dúvida é mais técnica.
A primeira frase da alternativa C:
"Today there remains a digital divide, but the social divide in 51% of the world’s population is narrowing."
Expressa corretamente as duas ideias em oposição da primeira frase com although?

Vi uma resolução na internet que dizia que não, pois o texto não fala de "social divide", e sim de "digital divide", mas, querendo ou não, é uma divisão social o que ele está descrevendo, e não é incabível retirar essa interpretação do texto. O outro motivo que a resolução aponta que esta frase está errada é porque o contraste da frase original do texto está entre as ideias de estreitamento e nas ideias de que há uma divisão digital e 51% da população não tem internet móvel (entre as quais existe uma ideia de adição entre si)
A resolução aponta essa frase como errada pois ela supostamente colocaria o contraste entre as ideias de divisão digital e de que 51% não tem acesso a internet móvel (entre as quais há adição), e não entre a ideia de estreitamento e essas duas.

À primeira vista discordei; eu acredito que a primeira frase da alternativa C expressa bem a ideia de contraste contida na frase original, e que o erro da alternativa esteja na segunda frase:
"The lack of access to mobile communications is inexistent in low and middle-income countries, but it affects high-income countries"
Que é incorreta de acordo com o texto.

O que vocês acham? Acreditam que a primeira frase da alternativa C expressa as ideias corretamente? Ou concordam com a resolução?
