Não sei se verboten serve para definir ilícito . Acho que é só proibido, mas não necessariamente contra a lei. Mas não sou expert, vamos esperar pela opinião dos mais experientes.

It may and it may not, depends on the context. In general it have to do with prohibition.
Anyway, there are several gradations of prohibition, as an example, a taboo is different of a banning or a veto.

I mean, in a way a taboo is a psychological no-no, not a banning by physical force/coercion. When I was a kid it was taboo to eat mango and drink milk, so when we saw a guy being given a mango smoothie with milk, we waited to the guy drop dead on spot! Now we know best! he he.
