It's basically "hello" with an inflection of surprise or concern.
There are lots of variations of hello in written works when the author is trying to represent different inflections or accents. Some variations like halloo did have specific uses such as signaling the sighting of a fox during a hunt, but still sometimes in old fashioned works you'll see halloo simply used to call someone's attention. I suggest adding wiktionary to your list of places to search: en.wiktionary
