To power x to the power: Qual utilizar?

Not sure if it's necessary a "the" in this sentence.

The theme of the recruitment and the political carrier is a classic topic in the agenda of the political science. Is it common to expect a councillor being ambitious enough to postulate a MP office? Or these carriers have theirs peculiar passages to power, for using the title of Pippa Norris’s book?
