Mr. Xxxxxxx, you have to make the tests until (month) 1st.Professor, você tem que elaborar as provas até dia 1°.
Ms. Xxxxxx, you must prepare the test before the first day of (month).
OBS.: No inglês, em de se dirigir a um professor chamando-o "professor(a)", chama-se pelo nome, incluindo na frente Mr, Ms.

If you are not speaking directly to the teacher, but only mentioning him/her, then "teacher" could be used. As in "our teacher will be setting the exam by December the first, at the latest." (at the latest - até dia 1o de dezembro/no máximo dia 1o de dezembro)
We could also indirectly refer to the situation
"Mr. Xxxxxxx, I suppose the test/exam shall be "out" by the
The first?"
By the first, meaning by the first of the month, in the case of the next month, certainly.
If you want to avoid the colloquial "be out", then
"Mr. Xxxxxxx, I suppose you will have the test/exam set "by the first?"
One thing more. "...you will have the exam set" - I mean "you will have the exam questions set" (in English they shorten some expressions, this is a case in point).
We could use "until" but "by" gives the teacher some leeway, so you are letting her/him pressed for time.
Depending on the interaction style of the teacher, would be advisable to stick to the politeness and a bit of euphemism (in the sense of lessening the impact of the statement or question).
And last but not the least, if we think of University "teacher", we call them "professor" not teacher.
Abroad, regardless of your level, if you are an undergraduate student, whether you are a freshman, sophomore, junior or senior, you call your professors "professor" not "teachers".
