Fuel starvation and fuel exhaustion can be translated into "falta de combustível", but technically one has to heed the difference between both.
"Fuel exhaustion" and "fuel estarvation" can be understood as two types of fuel exhaustion (say a "esgotamento do combustível disponíbilizado para a aeronave".
But fuel estarvation could be by technical issues, say "falta de alimentação do combustível". One example is when an airplane has two tanks but in mid-flight one of the tanks has a problem with the communicating fuel lines that would get the fuel from one to the other or to the engine itself.

So, fuel estarvation could be also "falta de combustível, não porque o combustível acabou, mas por que de alguma forma o motor/a turbina não pôde ser sendo alimentada, teve o fluxo cortado de alguma forma". (ou seja, por que o combustível não chega, ou o que chega tem uma mistura combustível/ar que não é suficiente para a operação otimizada do motor).
Whereas with fuel exhaustion, it is really the depletion of all available fuel.

So (we would comprehensively understand that) the airplane experienced a lack of fuel (aka fuel shortage), a fuel exhaustion, a fuel starvation and, as per Breckenfeld, an engine flame-out that ultimately caused the crash killing most of the passengers?

I can´t agree with engine flame-out in this case, since it means that the flame that burns during the operation of an engine (in airplane is the case of turbines) goes out. Airplanes have more than one engine to continue flight (even though with one engine it gets back to the airport if it´s not far from it.)
In Portuguese we could say it was a "falha", at least the laymen like me. And chances are that the engine get back to work or not.

A fuel starvation and fuel exhaustion, could be described as "falta de combustível" (para queimar), only that with the exhaustion would mean the complete depletion of fuel (no fuel available) whereas with "starvation" it would be that "o combustível foi cortado".

Starvation -
Isto é o fluxo do combustível foi cortado, por entupimento, falha de algum equipamento que dá pressão para o combustível ir da asa para a turbina (ou motor de hélice, etc). Devido à gelo, combustível ruim, em alguns tipos de avião - o bloqueio da passagem do combustível de um tanque para o outro, etc.
Tecnicamente, "starvation" não seria uma "pane seca" (falta de combustível de aviação), pois ainda existe combustível. Mas a não chegada dele ao motor por falhas/defeitos. Mas em português não se faz muita distinção (a não ser para investigadores de causas de acidentes aéreos).

Nos dois casos, podemos dizer que "ficar sem combustível" descreve isso bem, porém em relação ao motor/turbina. Em relação ao sistema todo, teria que dizer se ficou sem combustível totalmente ou parou ou fluxo para o motor de alguma forma.

No caso da Lamia foi falta total de combustível (exhaustion), e todos os motores pararam por não ter mais combustível algum pra queimar. Isto tecnicamente, mas para o leigo igual a mim, é simplesmente falta de combustivel.

E a CNN usa o termo de forma leiga (jornalística), já um forum como o Aviation Herald procura o termo técnico, pois são pilotos, técnicos, mecânicos e conhecedores conversando.
