Quanto menos corrupto o país, menos problemas o aplicativo enfrenta.
The less corrupt the country is, the fewer problems the application faces.

I like the duality of "the less...the less", "the less...the more", "the more...the less", "the more...the more. And it may (or may not ) be topic you are studying (or others). so:
The less corrupt the country is, the less problems the application faces.
The less corrupt the country is, the less problems the application faces.
Shouldn't it be: the fewer problems as it is a countable noun?
Point taken, you do have a point.
Sometimes "less" can be used with countables nouns, the exceptions to the rule. But, not to confuse matters,
let´s stablish then that you are right, in written and formal English "fewer" should be the standard way.

In spoken and informal, you can use "less problem", because "in your thought" you are not thinking in terms of "individual countable items" (you are, in terms of the whole of it.)
