Como dizer "Unidades gestoras" em inglês

well, let's to the point of this topic. i was writing a scientific article about management and public sector. and Istill have a dificulty, here in Brazil we have some "unidades gestoras" that generated recourses, but independently if it's a city hall or another results center. this way, in english, what is the better expression that can i use?
