Well, withouth context it´s harder for us to guess what you mean, what is your difficulty.
Anyway, I have at least one example where one or the other word can be interchangeable: we can say "compared with" and "compared to" (or in "comparison with" vs "in comparison to", if you wish), it would mean the same thing.
But not always, I recommend to run a search "with" and "to" within Wordreference (English-Portuguese) or other site.
