Regra de colocar ING e TO antes?

Eu estava conversando com um amigo meu americano e ele disse o
seguinte: Actually I like reading on the internet.
Eu fiquei me perguntando pq ele não colocou: Actually I like to read on the internet

Tem alguma regra pra isso? :/
