Junior, do ponto de vista gramatical, todas valem; mas aqui não é questão de gramática mas sim de bom uso, ou uso padrão. Um critério é o da economia: não se acrescenta nada desnecessário à transmissão integral da mensagem. As palavras 'why', 'because', e 'that' nas tres primeiras frases não adicionam nada ao significado, e portanto podem (e devem) ser eliminadas. A última frase está correta, com uma redação: em vez de 'considers to live':
The reason he wants to become an American citizen is that he is thinking of living there.
Apesar de fazer mais sentido esta inversão de causa-efeito:
The reason he is thinking of becoming an American citizen is that he wants to live there.
N.B. É muito comum ouvir "The reason why...", mas não é lógico. "Why" é a questão solicitando a explicação, que é "the reason". A formas mais adequadas seriam do tipo:
Why are we going this way?
The reason (for going this way) is that it is the shortest route.
Why are we going this way?
Because it is the shortest route.
Etc.
"The reason why..." é um "atalho" extremamente comum, mas que deve ser evitado na comunicação mais formal.

Sobre "the reason why", veja http://www.dailywritingtips.com/is-ther ... red-wrong/. Eu também acabo usando essa expressão quando não estou prestando atenção.
"Considers to live" é uso inadequado nesse contexto, interferência do português. Teria que ser "he is considering living there."
A ordem lógica me parece ser, primeiro, querer morar lá, e depois pensar em se naturalisar.
