It seems to me that some more context might help us figure out the first sentence.

As for the second sentence, one "breaks out" in a rash when affected with a skin eruption especially with one indicative of the presence of a particular disease.

Marco, try "I don't break out." (You are explaining that you do not have an allergic reaction when something happens.) "I didn't break out." (You were exposed to something usually allergic, but you did not have a reaction to it.)

Macio was certainly correct about one meaning of "to break out". It's an expression often used with allergies. Another meaning is "to get, obtain, requisition, remove something from storage, etc."

Yet another meaning is "to escape" (as from a jail, prison, etc.).
