Uso do "there" em "There comes a time"

"there just are not enough hours in the day."

estaria certo escrever dessa forma?

"it are not enough hours in the day."

nunca entendi bem o uso de "there" nesse tipo de senteça. não sei usar, mas isso não impede que eu entenda a sentença onde o mesmo está presente.

por que o verbo to be está no presente aqui? não seria were?
