The second part of the sentence I will leave to others, "tem que catar" could mean many things. For instance "you have to scrape the bottom of the barrel". Or "qualified professionals/candidates are hard to find."
But could be the case of you looking for a personal trainer for example could be that you need to do some legwork (gastar sapato) or just by trial and error to find one that you trust or match your needs.
