On April, 15, 2016 a reporter with VICE (a magazine from the US) wrote about that in Brazil, and used the expression "rogue park attendant" (there are also the legal ones).
Not being jugdemental it showed the several aspects of the story (including the socio-economic).

Some Americans would say "rogue car attendant". No offense, they find it one of those "creative solutions" of our 'Brazilian (carefree, sort of) way' .
Granted, from a Brazilian p.o.v. And speaking here (I mean, in our knot "car watcher/car guard/park attendant" would be a more acceptable expression. Rogue could be a touchy adjective here.
