We also say "to forgive a debt."

Actually, it seems to me a firm may write off a debt (as an internal accounting exercise) but not forgive the debtor. In other words, it may still pursue a debtor for payment while cleaning up its balance sheet in the event of non-payment. Am I right?

It makes sense. Although it is against the law, I believe there are people who do such a thing.
