Desculpe amigo, mas aqui você não pode fumar, são regras da casa(estabelecimento).

Queria saber se eu poderia dizer '' According to the house rules, you're not allowed to smoke over here, According to the house rules, smoking in this place is prohibited ou According to the house rules, you cannot smoke here, we have a non-smoking policy which you must respect ?

House rules are the point of entry (or should be) into most of the chat rooms. Rather common, indeed.
