People like you - strongly-willed about being the sunbeams of life - don´t commit crimes.
That is, people good like you, people good as the sunshine...(metaphorically speaking here).

Sumbeams (rays of the sun) has a positive ring to it, more so in the United Kingdom where cloudy or rainy days are metaphorically linked to not very pleasurable days. The day beggining with the sun rays touching the earth means that the day is a promising one.
And Oscar Wilde was from the region, let´s not forget that Oscar wilde might have in London when he wrote The Picture of Dorian Gray.

Bonnet was the headgear commonly used circa 1789 - 1818 (in the 17th-18th century). Thus, the word bonnet was in literal way (they were a common sight in the country), the sentence was not. Was about the simplicity of an ordinary woman vs sophistication and unpredictability of the latter.
