The gesture meaning:
"I don´t believe you/I am not buying your story/I am not buying that." or
"don´t think I am any stupid" or still offering some friendly or not so friendly advice "pay attention" or even "I am watching you" (you gave some reason not entirely trust you, huh?).
It seems like these gestures are used widely by the French, Italians, Spanish and Brazilians. To name a few...
Sometimes people use just the index finger beneath their eye, other times they use the middle and the index fingers slightly pointing to the eyes.
