Não seria "people that came" ? por que colocaram "people came that"?

People that came = gente que veio (muitos tendo avisado previamente)
But people came that = mas veio gente que (não tinham avisado)

De um modo padronizado, diriamos assim:

Mas veio gente que não tinha respondido. = But there were people who came who had not replied.

No linguajar isso se abrevia para

But people came that hadn't replied.

Existe muito uso em inglês de "people", significando "gente" de um modo generalisado:

People come here all the time. = Vem gente aqui o tempo todo.
People don't seem to know the rules. = O pessoal (público) parece que não sabe as regras.

Como "But there were people that came that had not replied" consegue ser abreviado para apenas "but people came that hadn't replied"?

A posição do "that" modifica o significado:

people that came = todas as pessoas que vieram (todos que vieram)
people came that = algumas pessoas vieram que não haviam respondido

People that come to São Paulo like the city. (todos sem exceção)
People come to São Paulo that like the city. (mas não necessariamente todos)

Grammatically, they are both ok. The question is, does placing "that" in another position change the meaning of the sentence?
